In a time charter, the vessel is hired for a set period of time, to perform voyages as the charterer directs.  In a bareboat charter, the charterer acts as the ships operator and manager, taking on responsibilities such as providing the crew and maintaining the vessel.  Finally, in a contract of affreigement, or COA, the charterer specifies a total volume of cargo to be carried in a specific time period and in specific sizes, for example a COA could be specified as one million barrels of JP-5 in a years time in 25,000 barrel shipments.  A completed chartering contract is known as a  charter party. One of the important f actors to be considered for any charter party is the  freight rate for carriage of cargo.  The freight rate of a tanker charter party is specified in one of four ways: 1) By a lump sum rate 2) By rate per ton 3) By a time charter equivalent rate 4) By  Worldscale  rate In a lump sum rate arrangement there is a fixed price which is negotiated for the delivery of a specified cargo, and the ships owner or operator is responsible to pay for all port costs and other voyage expenses.  Rate per ton arrangements are used mostly in chemical tanker chartering, and differ from lump sum rates in that port costs and voyage expenses are generally paid by the charterer.  Time charter arrangements specify a daily rate, and port costs and voyage expenses are also generally paid by the charterer. The Worldwide Tanker Normal Freight Scale, often referred to as Worldscale, is established and governed jointly by the Worldscale Associations of Lond on and New York.  Worldscale establishes a baseline price for carrying a metric ton of product between any two ports in the world.  In Worldscale negotiations, operators and charterers will determine a price based on a percentage of the Worldscale rate. The baseline rate is expressed as WS 100.  If a given charter party settled on 85% of the Worldscale rate, it would be expressed as WS 85.  Similarly, a charter party set at 125% of the Worldscale rate would be expressed as WS 125. Shipping of Oil Gas in India Shipping requirements; be it import/export or domestic coastal movement are handled by the chartering desk of respective oil company. All the three types of chartering; viz. Time Charter, Spot Charter and COA (Contract of Affreightment) are used to charter ships. The process of enquiry through which ships are chartered is as under: Process for Chartering Ship for crude oil/ product imports Floating of Enquiry Enquiry is floated to all the Indian Ship owners/ Indian Ship brokers registered with the importer. Copies of all enquiries would be sent to DG (Shipping) and Indian National Ship owners Association (INSA), for obtaining mandatory No Objection Certificate (NOC) / Licenses. Enquiries would be floated through e-mail / fax. Receipt of Offers Receipt of offers shall be through either of the following modes: Dedicated email box with password protection. Separate mailboxes shall be provided for receipt of offers against each enquiry. A dedicated fax in a l ocked room would also be available as an alternate mode. Offers received by either of the above modes will be considered. The offers will be printed / collated after the email box is opened at the designated time for receipt of offers specified in the enquiry or on the expiry of the extended time as provided in sub-clause (g) of this clause, as the case may be. Unsolicited / Mid way offers will not be considered. As a standard procedure, bidders will be required to submit hard copy of the offer and other related communications for records. Evaluation of Offers The offers will be ranked on the basis of freight. Demurrage rate and Other Terms and Conditions of the Charter Party (CP) will also be evaluated. Counter Offers / Negotiations The process of Counter Offers / Negotiation is as under: No Indian Ship Owner has quoted: Negotiation will be held with all the technically acceptable bidders indicating their respective ranking. Whereas a Firm Counter w ill be given to lowest (L1) bidder, the counter to all other bidders will be Open (i.e. Open 1, Open 2 etc.). During negotiations, original rankings of the bidders can change depending upon their response to the counter. Indian Ship Owner (s) has also quoted : If offer is received from Indian ship-owner, (Vessels belonging to Indian Ship Owner flying the Indian Flag), the Indian ship-owner will have the first right of refusal vis a vis the lowest offer received from Foreign ship owner, in compliance with government guidelines. Indian Ship Owner is L1 The counter shall be offered firm to the technically acceptable L1 Indian ship-owner. Open counters would be offered to other technically acceptable Indian ship-owners and all technically acceptable foreign ship-owners. The respective rankings of all the bidders shall be disclosed. If negotiations are successful with the foreign ship-owner, Indian ship-owner will be asked to match the rate, failing which the ship will be fixed with the foreign ship-owner. Indian ship-owner is not L1 The counter will be given firm to the technically acceptable L1 Indian ship-owner and open to other technically acceptable Indian and foreign ship-owners. The relative ranking of all ship-owners shall be disclosed. Fixtures on subjects Once negotiations are concluded, the ship fixture will be confirmed on subjects with a time schedule, while the ship fixture is on subjects following activities will be undertaken: Charterers management approval Terminal/Supplier Acceptance To arrange for license from DG (Shipping) in case of foreign ships Obtain record note of negotiations and Fixture Note from the broker / owner for record. Procedure for chartering out time charter vessels For Chartering out vessels by the importer, Oil Majors, Trading and Shipping companies and Empanelled Brokers registered with the importer, will be intimated on position list, trading area, cargo grade, laycan etc. Negotiations: Based on the offers received, the importer may carry out negotiation with best offer. On successful completion of the negotiations the vessel shall be given on subjects to the charterer for their approval. Charter Party Terms: Standard ASBATANKVOY Charter Party agreement shall be followed and finalized along with the rider clauses (after negotiations) with charterers. Christian Family Values Essay I keep wondering about these family values and the idea that there was a time when families had more or better values than families have today. There seems to be a consensus among the fundamentalists that if we could just get back to those values, all of our problems would be solved. I have heard that as a Christian nation, we are in deep trouble because our families are missing certain critical values, i.e., Christian values. I wonder what these Christian values are and where I can acquire them. I look at my family and see a lot of love and respect for each other. I see compassion, honesty, trust, and nurturing. I think of my mother and how she cared for me when I was sick, listened to me when I told her my problems, and loved me even when I didnt clean my room. All of those things seem to be show that we have good values, but I am an atheist, so I cannot possibly have Christian values. If compassion, love, honesty, trust, respect and nurturing are not Christian values, what are Christian values? My first thought, of course, was to look in the Bible. If we lack Christian values, then the Bible would be the only true source for finding them. After all, the Bible has been used for thousands of years as a guide for better living. Healthcare In today's fast-paced world where technology rules, the medical profession is also advancing. In 1991, 2,900 liver transplants were performed in the United States while there were 30,000 canidates for the procedure in the United States alone (Heffron, T. G., 1993). Due to shortages of available organs for donation/transplantation, specifically livers, once again science has come to the rescue. Although the procedure is fairly new in the United States, the concept of living organ donation is fast growing. Living related liver transplantion was first proposed as a theoretical entity in 1969 but it was not until almost twenty years later that the procedure became a clinical reality (Heffron, T. G., 1993). Living related liver transplants have mainly been performed in the United States and Japan until recently. In 1991 Europe began trying to institute the procedure. The first transplant of this type took place in 1989 (Broelsch, C. E., Burdelski, M., Rogiers, X., Gundlach, M., Knoefel, W. T., Langwieler, T., Fischer, L., Latta, A., Hellwege, H., Schulte, F., Schmiegel, W., Sterneck, M., Greten, H., Kuechler, T., Krupski, G., Loeliger, D., Kuehnl, P., Pothmann, W., & Schulte Am Esch, J., 1994). This concept still has many areas that have not yet been explored in depth and there are sensitive issues involved that need to be addressed. Live organ donation came about as a means to solve the problem of the absence of a donor. Many people die every year while waiting for a donor organ and many others suffer because of complications linked to finding a suitable donor. Before live organ donation most available organs were harvested/transplanted from cadavers. This procedure has problems of its own. Complications include(a) suitable match, (b) legalities, (c) family not wanting to donate organs, and (d) time. With live organ donation a suitable match should be easier to obtain and time should be able to be controlled to some extent. With live organ donor transplantation, "...the organ-damaging hemodynamic instabiility associated with the death of the donor is avoided, and the coordinated scheduling of operations in the donor and recipient holds ex vivo organ ischemia to a minimum" (Singer, P. A., Siegler, M., Whitington, P. F., Lantos, J. D., Emond, J. C., Thistlethwaite, J. R., & Broelsch, C. E., 1989, p. 620). Prior to receiving a donor organ, recipients may be experiencing a variety of signs and symptoms related to their disease process. These can include(a) jaundice, (b) ascites, (c) GI bleed, (d) ECG changes, (e) malaise, (f) encephalopathy, (g) body image changes, and (h) fluid and electrolyte imbalances. Disease process is specific to the individual. Once the need for transplant has been established the search for a donor can begin. There are a multitude of steps involved in the procedure. Some of these include(a) evaluation to determine the need for transplant, (b) search for a suitable donor who is willing to donate, (c) evaluation of the donor, (d) obtaining the proper consent, and (e) mapping out the plan of care for both donor and recipient. Due to legalities and ethical conflicts, the acceptance of live organ donor transplantation is questionable. Those families and volunteer participants must meet several criteria in order to be considered for a live liver donor. Once someone decides that they want to be a donor they must first under go a medical and psychiatric evaluation. The medical portion of the evaluation includes(a) compatible blood type, (b) no history of liver disease, (c) normal results of liver function tests, (d) appropriate size of left liver lobe on CT scan, (e) no vascular anomalies on hepatic arteriography, and (f) low operative risk. The psychiatric portion of the evaluation must find that the donor is at low risk for psychological decompensation and involves obtaining informed consent. Donor's consent can be influenced by three areas, these include(a) internal pressure, (b) external pressure, and (c) urgency of medical situation. All institutions have their own individual protocols for obtaining consent but many do require a wait period between consent and procedure. This provides the donor with time to change their decision, and after all these areas have been addressed the donor and recipient are prepared for surgery. The procedure involves donation of the left lateral lobe, which is the safest anatomical resection (Jones, J., Payne, W. D., & Matas, A. J., 1993). The surgeries are performed simultaneously and may take several hours depending upon the experience of the transplant team and the possibility of complications. Common complications include(a) arterial thrombosis, (b) bile leaks, (c) infection, and (d) stricture at the biliary enteric anastomosis (Wise, B. V., 1994). During the post-operative stage

The History of Scissors Leonardo da  Vinci has often been credited with inventing scissors, but they predate his lifetime by many centuries. Nowadays, it’s hard to find a household these days that doesn’t have at least one pair. Ancient Scissors The ancient Egyptians used a version of scissors as long ago as 1500 B.C. They were a single piece of metal, typically bronze, fashioned into two blades that were controlled by a metal strip. The strip kept the blades apart until they were squeezed. Each blade was a scissor. Collectively, the blades were scissors, or so rumor has it. Through trade and adventure, the device eventually spread beyond Egypt to other parts of the world. The Romans adapted the Egyptians  design in 100 A.D., creating pivoted or cross-blade scissors that were more in line with what we have today. The Romans also used bronze, but they sometimes made their scissors from iron as well. Roman scissors had two blades that slid past each other. The pivot was situated between the tip and the handles to create a cutting effect between the two blades when they were applied to various properties.  Both Egyptian and Roman versions of scissors had to be sharpened regularly. Though it is very challenging for two countries to come into a point of ending war against terror, at times accepting democracy may not be the solution. The term requirement refers to a thing that is required prior condition of something else to exist or happen. War against terrorism does not end because democracy demands. In the real world, war against terrorism ends when one side wins while the other side loses. However, democracy is not a prerequisite towards ending war against terror. In a free world, countries should not accept any form of government they tend to choose. Some forms of government such as dictatorial and Monarchical do not resemble a free world. Such governments do not allow people to participate in decision-making process in regard to important matters affecting their nation, and thus may contribute to terrorism. It is ironic for a â€Å"free† country to demand others to be just like them. Technological advancement has led to the change of business practices. The use of computers in the business premises has contributed to faster means of carrying out transactions, safer way of keeping records and saving time. This is particularly in retrieving important documents. Documents are accurately stored which prevents loss of important documents that are used for future decision making and auditing among other benefits (Brown 2008). On the other hand, adoption of e-commerce has also changed the current business practices. It has contributed to an easier way of reaching customers across the globe without travelling, thus increasing sales that in turn lead to increased profits. It is a confidential way of conducting business as communication is only between the buyer and the seller without the use of agents. It has both negative and positive effects towards individual nation-states. Use of modern technology contributes towards economic growth as it leads to increased government revenue through taxation. It has also led to unemployment as use of computers and e-commerce in businesses has replaced large numbers of casual laborers. Global treaties should be adhered to by a member state without any compromise. Industrialization has been the dream of every country but has also contributed towards environmental degradation. Many treaties have been signed such as the Kyoto agreement of December 1997 with the aim of controlling emissions released to the environment such as greenhouse gases. The effectiveness of such treaties and their implementation is solely achievable via unity among the developed countries such as the U.S, thus U.S should assume a cooperative role in such treaties. Many economists think that the strength of a country’s economy determines the strength of its currency, but the question remains why the British pounds are stronger than US dollars yet their strength of their economy is otherwise. Firstly, low rates of inflation in a country increase the nations value of currency as well as purchasing power in relation to other currencies. Secondly, interest rates that are directly correlated as when one increases the other factor increase. Relative strength of other currencies obviously affects the exchange rate of a country’s currency in the foreign exchange market. Capital mobility which is classified under three main categories which include external debts, foreign direct investment and portfolio investment (Etwaroo et al. 2008). Political and economic factors used by investors when determining which countries to make investments that in turn strengthen the country’s currency. Other factors include speculation and balance of trade. Trade barriers refer to government-included restrictions on international trade. These trade barriers can take different forms such as tariffs, non-tariff barriers to trade such as export licenses, import licenses, import quotas, voluntary export restraints, currency devaluation and trade restriction (Cohen 2010). Trade barriers are criticized for their effect on the developing countries. Trade barriers like taxes on food imports or farm inputs subsidies lead to overproduction and dumping on world markets by developed countries, hence hurting poor-country farmers and lowering prices of goods. Tariffs also tend to be anti-poor, with high rates of labor-intensive processed goods and low rates for raw commodities. Another negative aspect related to trade barriers is that it would lead to limited choice of production thus forcing customers to accept inferior quality at higher prices. Almost all world countries have been experiencing strikes and labor unions revolts. Negotiations towards solving such problems have at times failed as different companies opt to find other alternatives rather than increasing salaries. The current wage rate in the United States and increased cost of living perhaps have been affecting production rate of different companies. If the prevailing wage rate and increasing cost of living continue, production rates continue to be pushed out which may affect the economic growth rate. As discussed above, different economic factors affect the strength of a country’s currency. Of late, European countries especially those in Euro zones have been experiencing political unrest, price fluctuations, inflation, loss of market, and increased cost of living among other economic upheavals. These challenges may cause the collapse of Euro. This may make the US dollar stronger compared to Euro if America avoids such economic crises and implement strategies of strengthening the currency.
